Problem
Lower-level staff at a federal agency arbitrarily and capriciously denied a healthcare provider's request to expand their scope of operations.
Approach
We took our client's case to key congressional leaders who, in turn, questioned the agency's untenable position. We were also able to educate senior-level agency leadership on the matter (they were not aware of the lower-level agency staff's rationale and decision to deny the healthcare provider's application to expand their scope of operations).
Results
The agency reversed it's position, the client was able to expand it's market footprint, and provide greater access points to its patients.
